Our Mission
The Committee has five goals that characterize its mission:
- The reduction of fossil fuel energy use in Stoughton.
- The quantification of energy and resource use via a town-wide greenhouse has inventory. The Baseline Report was completed in May 2011.
- The distribution of information to Town agencies and residents about sustainability, climate change, energy and resource conservation.
- The production of cost savings for the Town and residents through resource conservation and improved energy efficiency.
- Increasing Recycling participation rates in the Town of Stoughton.

David Billo (Chair) is a geologist and environmental scientist at Sovereign Consulting in Mansfield, MA. At Sovereign, David manages the cleanup of oil and hazardous materials releases and conducts indoor air quality assessments. David is a Leadership in Energy and Environmental Design Accredited Professional (LEED AP). In addition, he is leading the Green Communities working group within the Stoughton Energy and Sustainability Committee. David and his wife Kathy have three daughters and have lived in Stoughton since 1993.
John D’Addieco (Vice Chair) is a Systems Engineering Manager for Information Technology at State Street Bank. John has been a Stoughton resident since 1998 and has four children attending Stoughton Public Schools. He is a former town meeting member and also serves on the Special Education Parents Advisory Committee and the School Building Feasibility Committee. John was appointed to the Committee in late 2011, but was serving as a committed volunteer prior to his appointment.
Tony Phillips (Secretary) is a Facility Coordinator at Digitas, an advertising agency in Boston, handling day to day administrative operations. Tony has been a Stoughton resident since 1994 and is married with three children.
Hollyce States is Associate Dean for Grants & Sustainability at Massasoit Community College. She has served on Massasoit’s Sustainability Task Force since its inception in 2007 and was a member of the team that wrote the college’s Climate Action Plan. Holly and her family have lived in Stoughton since 1981. Holly served as secretary of the committee in 2010. She currently acts as the Recycling Working Group Leader.
Mike Fisher is a LEED accredited professional working as a construction manager on large institutional projects. Mike is a life-long resident of Stoughton.
Patricia Hogan, Ph.D. is currently a tenured Associate Professor of Physics at Suffolk University and a LEED AP. Pat’s background is in chemical/environmental engineering and chemistry, and prior to teaching at Suffolk, she worked as a senior environmental engineer at engineering consulting firms and a health and safety consultant. Pat has lived in Stoughton since 1982 and has raised two children here. Pat served as vice-chairman of the committee in 2010.
Eric Studer, PE is a registered mechanical engineer who works in the field of energy efficiency. Through his past work at Demand Management Institute (DMI) from 2001 to 2011, he has assisted regional utilities, facility owners, institutions, and municipalities in identifying cost effective energy efficiency retrofit projects. Eric also serves on design teams to optimize new designs. He recently established his own independent practice, TNZ Energy Consulting, Inc, which is based in Stoughton. Eric has lived in Stoughton since 2008 and is originally from a small town in northwest Ohio.
Jill Somers is a Biological Scientist at Novartis Institutes for Biomedical Research. She also serves as Chairman for the Novartis' Green Team. Currently, Jill is pursuing an Online Graduate Certificate in Sustainable Development at the University of Massachusetts Dartmouth Online. She was born and raised in the Town of Stoughton, where she lives with her husband and toddler son. Jill is a member and the committee's Webmaster.
John Anzivino is the committee’s liaison to the Board of Selectmen and brings a great deal of experience and perspective to the group. John is the lead electrical designer for National Grid’s Substation Engineering Control and Integration department and has been a resident of Stoughton since 1979. John has begun his second term in office on the Board of Selectmen in 2011.

Commitment to Stoughton; What we're doing for you
1) MAPC/LEAP Collaboration: The Stoughton Energy and Sustainability Committee has been working closely in collaborations with the Massachusetts Area Planning Council to implement the Local Energy Action Plan (LEAP). The purpose of the Action Plan is reduce energy consumption in the Town of Stoughton through outreach to town residents, business owners, and municipal stakeholders. 2) Energy Assessment Collaboration: The Stoughton Energy and Sustainability Committee has been working closely in
collaborations with Next Step Living, to promote Home Energy Assessments in Stoughton. A kick off event is planned for Sunday March 24, 2013, 3:00pm, at the Stoughton Town Hall. Stoughton residents are invited and encouraged to join us to learn how they can save money by saving energy in their homes! Learn more about the event here.

Some things we've done
Town of Stoughton Greenhouse Gas Emissions Baseline Study
In May 2011, the ESC released the Greenhouse Gas Inventory Report (pdf). The committee worked diligently and quietly on this town wide baseline study of greenhouse gas emissions (GHG), energy consumption, water consumption, waste water generation and solid waste generation. The report serves as a benchmarking and planning assistance tool for the town as well as the following objectives:
- To identify the largest sources of GHG emissions and resource consumption
- Provide suggested next steps to town leadership and other parties interested in reducing Stoughton's GHG footprint and resource consumption
- Identify available sources of information that can be used to determine annual resource consumption for the town as a whole and for municipal services
- Identify gaps in available information that limit the precision of studies
Advocate/Support for Town wide Adoption of the Energy Stretch Code,
as part of the Green Communities Grant Program Requirements
- January 2011, the committee petitioned the Town of Stoughton to add an article on the Town Warrant, "Adopt the Energy Stretch Code".
- April 2011, the ESC mailed Stretch Code informative letters (Article 89 (ID59), Adoption of Stretch Code) to each of the Town Meeting Representatives prior to the start of Annual Town Meeting.
- May 2011, the Article will be voted on by the Town Representatives at Annual Town Meeting.
- May 18, 2011, the Article was not in favor by Town Meeting Representatives.
- February 2012, Selectman John Anzivino, Liason to BOS petitions Stretch Energy Code Adoption Article for 2012 Town Meeting Warrant.
- March 27, 2012, Committee learns of timeframe of new Building Codes being released in the Summer of 2012. As a result, Mr. Anzivino with the concurrance of the SESC, decides to withdraw the article from the 2012 Warrant and will proceed again in 2013.
